As of the end of 2025, 250,781 persons in Ukraine were granted the status of a participant in hostilities (UBD), which indicates significant progress in simplifying the procedure for obtaining this status.
It is worth noting that almost 50% of decisions were made automatically, without the involvement of relevant commissions, which simplified the process for military personnel.
About this reported Ministry of Defense of Ukraine.
In 2025, the desire to switch to digital technologies was recorded, which reduced the use of paper document circulation. For example, in January, the status was granted only 480 times in the automatic mode, but during the year the number of automatic decisions increased significantly.
Military personnel can now obtain status without the need to submit reports and collect primary documents, as data on their combat assignments are entered by authorized persons in the appropriate register. This allows you to receive electronic certificates faster through the Diya portal.
Since the beginning of the introduction of innovations, the Ministry of Defense has focused on the optimization of processes, which, obviously, had a positive impact on the possibilities of ensuring the rights and privileges that can be enjoyed by servicemen who performed their duties in the conditions of hostilities.
