In Ukraine November 19, 2025 Law No. 2718-IX “On materials and objects intended for contact with food products” enters into force. This law introduces modern European safety standards for all materials in contact with food products – from packaging, dishes and containers to equipment used in production.
This was reported by the State Service of Ukraine for Food Safety and Consumer Protection.
The main goal of the law is to protect the health of consumers, harmonize Ukrainian standards with the norms of the European Union, and ensure that every package is safe for humans. After the implementation of these requirements, Ukrainian manufacturers will also have the opportunity to enter European markets with packaging that meets civilized quality requirements.
For the first time at the legislative level, the law establishes clear requirements for the safety of food packaging and materials that should not release harmful substances or extraneous odors into the products. The law obliges manufacturers and importers:
- implement good manufacturing practices (GMP);
- to declare compliance of materials with established requirements;
- control the migration of chemicals from packaging to products;
- conduct a scientific risk assessment;
- ensure proper labeling of packaging.
Serhiy Tkachuk, the head of the State Production and Consumer Service, noted that materials and items manufactured before November 19, 2025, may be in circulation until the expiry date. “This solution will avoid a shortage of packaging materials and at the same time ensure compliance with safety requirements,” he explained.
Earlier in the Netherlands, inspections were carried out regarding the implementation of the ban on single-use cups near coolers and coffee machines – a requirement that has been in effect since the beginning of the year in order to reduce the amount of plastic waste.
In Lithuania, changes to the legislation have entered into force, according to which coffee shops and cafes will no longer be able to provide customers with disposable containers for drinks or food free of charge. Now packaging will be paid.
