The Kyiv City Council may once again consider the sale of the Rye market

The issue of the sale of the Rye market can be brought up for consideration again on Thursday, December 18, during the session of the Kyiv City Council. Earlier, on December 4, it was removed from the agenda after a public outcry and indignation of Kyiv residents. The issue of the sale of the Rye market can be brought up for consideration again on Thursday, December 18, during the session of the Kyiv City Council. Earlier, on December 4, it was removed from the agenda after a public outcry and indignation of Kyiv residents.

This is stated in the message of the capital’s activist and preservationist Dmytro Perov.

“Mayor Vitaliy Klychko reached a preliminary agreement with a part of the deputies of the Kyiv City Council on the continuation of consideration of issues raised at the previous session of the City Council. According to the available information, there is already a minimum number of votes for making a decision,” Perov said.

The activist recalled that at the last meeting of the Kyiv City Council, on December 4, the issue of the sale of Rye Market was removed. According to Perov, deputies were afraid to make a decision on the sale of the building due to public publicity and indignation of local residents.

Perov reminded that the Department of Cultural Heritage Protection of the KMDA advised the market building to be included in the State Register of Immovable Monuments of Ukraine, but the Ministry of Culture of Ukraine has not yet granted the monument protection status. According to the activist, officials from the Ministry were surprised by the subject of protection of the monument, which was formed in the KMDA. In the documents, Perov notes, it was written that “the subject of protection can be adjusted during the works.” That is, if a unique cable-stayed roof falls during the “repair”, it will simply be removed from the list of things to be protected.

“Another interesting moment of the upcoming session is Hanna Starostenko’s draft decision on the removal of totalitarian symbols from public space. The project is good and on time! But you start reading – and there… the dismantling of panel elements in the Rye Market,” adds Perov. The activist emphasizes that under the pretext of removing the names of Soviet cities, the integrity of the unique metal panel can be damaged.

“The metal panel is a subject of protection, and because of this “correction” the KMDA is already removing certain elements of the monument – as if showing the future owner the right way: “that’s it, that’s it…” – writes the activist.

In addition, according to Perov, there are no obligations regarding the restoration of the monument in the draft sales contract. Moreover, there is no mandatory conclusion of a security agreement.
