Earlier, during special plenary sessions, judges Viktor Gorodovenko and Vladimir Moysik (the powers of the latter have already ended) were put forward by their candidates for the post of chairman of the COP.
Since there is neither the chairman nor his deputy in the COP, the court is headed as older by age, Judge Alexander Petryshyn.
After the simultaneous resignation of three judges, on January 27, 2025, the CCU lost the quorum and could not hold a meeting of the Grand Chamber and the Second Senate. Only the first Senate continued.
The quorum at the CCU recovered at the end of June, when President Volodymyr Zelenskyy appointed the CCU judge for his quota Alexander Vodiannikov.
In July, the judge held a meeting of the Grand Chamber, which considers the submission of People’s Deputies and the President.
Currently, there are problems with the Grand Chamber of the COP, as the judges have declared self -abuse in some cases, and their consideration has been suspended. Since there are only 12 judges in the court – a critical number for the meeting, in the case of derivation of one of the judges, the case becomes impossible, clarifies Ukrinform.
On September 17, the President signed a decree on the appointment of Yuri Barabash Judge of the CCU by his quota.
When the Barabash is oath, there will be 13 judges from 18 necessary.
Reference: The selection of judges to the COP is engaged in an advisory group of experts, which should evaluate the moral qualities and level of competence in the field of candidates from the subjects of appointment – the Verkhovna Rada, the President and the Congress of Judges of Ukraine.
On February 19, 2025, the DGE transferred documents to the Verkhovna Rada and the Head of State for the appointment of 5 judges of the COP – 2 at the quota of parliament and 3 at the presidential quota.
Currently, the President has appointed two judges at his quota – Alexander Vodyanikov and Yuri Barabash, instead, the parliament of judges has not yet appointed.
The competition for the post of judge of the COP at the quota of the Congress of Judges of Ukraine is also underway.
The COP has no chairman since the beginning of 2021, when President Volodymyr Zelenskyy dismissed the then court head of the court Alexander Tupitsky. Subsequently, the Cassation Administration in the Armed Forces satisfied the claim of Tupitsky against the President, declared unlawful and canceled the decree. The President’s office has appealed against this decision.
Tupitsky never returned to his duties. On May 15, 2022, he ended the judge’s powers. The DBR investigates a number of criminal cases against Tupitsky, in particular due to the illegal crossing of the border.
