The first Deputy Minister of Social Policy Darius Marchak told this in an interview with Radio Liberty.
“It is very important for poverty support programs to be really effective, we need to solve the subsistence level. You know that today we have several subsistence levels (for able -bodied, children, pensioners),” she said.
According to Marchak, these sizes are quite different from the actual level of the subsistence level, which is in accordance with the calculations of the ministry. She stressed that the actual subsistence level should be at least twice as much as what is established by law. This means that the subsistence level itself must be reformed.
“There is a legislative initiative registered in parliament. But we understand that the process of transformation of the legislative subsistence minimum will be long. And so we now propose to be removed at this stage,” said Deputy Minister.
She noted that there is now an indicator that will now be an indicator that the family has fallen or failed.
“In European countries it works like this. There is a certain indicator, a benchmark – for example, 7,000 hryvnias, roughly speaking.

The subsistence minimum is a value assessment of the consumer basket containing minimal food sets, non -food products and services necessary to maintain human health and ensure its life. The total subsistence level in Ukraine is currently 2920 UAH, for able -bodied persons – 3028 UAH. For children under 6 years, its amount is determined at the level of UAH 2563, from 6 to 18 years – 3196 UAH, for persons who have lost their ability to work – 2361 UAH.
Increasing social payments in UkraineIn the next three years, Ukraine envisages an annual increase in the minimum wage and the subsistence minimum, according to the budget declaration for 2026-2028. The subsistence minimum for able -bodied persons should be: UAH 3 288 in 2026; 3 482 UAH in 2027; 3 667 UAH in 2028.
According to the government plan, the minimum pension in the next three years will be: in 2026 – UAH 2564; in 2027 – 2715 UAH; in 2028 – 2859 UAH.
