The government has limited the use of state cashback: mobile, sports and cinema are banned due to the “Vovina thousand”

From November 22, changes were made to the list of products and services for which it is allowed to apply the funds received under the framework “National Cashback” initiative. These changes are due to the need to coordinate its activities with the state initiative “Winter Support”. This is reported by the Ministry of Economy.

Amounts accumulated on the National Cashback card account can be used for the following types of goods and services:

• utility payments;
• postal shipments;
• food products in shops and supermarkets;
• medicines and medical products;
• book publications and other printed products;
• charity – in particular, contributions to the Armed Forces of Ukraine and other charitable intentions.

Spending money on medicines, medical products, books and other printed publications is possible now. The clarification is related to the specifics of the “Winter Support” policy, namely, the payment of UAH 1,000 for all citizens, which will also be credited to the National Cashback card. Thus, it was decided to unify the expenditure categories in both initiatives. Thanks to this, both programs will work properly, and state support funds will be directed primarily to priority and necessary expenses. The updated conditions for the use of funds will be valid until June 30, 2026.

More than 7.5 million Ukrainians are already involved in the “National Cashback” program, who received more than 4 billion hryvnias in payments. More than 1,870 Ukrainian manufacturers in various industries joined it. Currently, cashback in the amount of 10% is accrued for the purchase of about 400,000 Ukrainian-made products registered in the program at partner retail outlets. You can check the product using the scanner in the Diya application or on the “Made in Ukraine” website.

How to join the program? To participate in the program, the buyer needs to register in the Diya application, choose one of the 20 banks participating in the program and issue a National Cashback card there. When creating a card account, you should give your consent to the processing of transactions, and after opening it, check in Action whether the selected card is correct. Sellers and manufacturers must submit a membership request on the Diya web portal to join the program.

We would like to remind you that the “National Cashback” initiative started working on September 2, 2025. It provides that consumers of goods made in Ukraine will be able to receive a cashback of 10% of the amount of money spent from the state. The received cashback could be used to pay for utilities, transport and mobile services, medical services, visiting sports clubs, cinemas, theaters, restaurants, bookstores, purchasing insurance policies, military bonds, or donating to the Armed Forces. The maximum amount of cashback that can be received per month is 3 thousand hryvnias. The introduction of this program was announced by President Volodymyr Zelensky back in February 2024.

What is the “National Cashback” program “National cashback” is a state initiative that gives Ukrainians the opportunity to receive a 10% return on the cost of purchases of goods of Ukrainian origin registered in the program.

The smallest payment amount is 2 hryvnias, the largest is 3,000 hryvnias. The money is credited to a special bank account and can be used until the end of 2025. At the end of the period, unused funds will be automatically voided.

It is possible to apply through the website or mobile application of one of the 20 banks participating in the program. To specify the cards from which purchases are made and to give permission to the bank to transfer information about transactions for calculating cashback.

Open a special “National Cashback” card, on which payments will be credited. In the “Action” application in the “Services” section, select this card to receive money. To check whether the product participates in the program, you can use the barcode scanner in “Action”.

The funds received are not subject to taxation and are not taken into account when providing subsidies or benefits. The program is implemented by the Ministry of Economy of Ukraine together with the Ministry of Digital Transformation, the National Bank, the Cabinet of Ministers, the Savings Bank, the State Tax Service and other partner banks.
