More than 7.5 million Ukrainians, who have received more than UAH 4 billion in payments, are already participating in the program.

This was reported by the press service of the Ministry of Economy, Environment and Agriculture.
Now funds from the program cannot be spent on mobile phone payments, transport tickets, recreation and entertainment (theater, cinema, museums), sports, as well as on the purchase of military bonds. The updated spending conditions will be valid until June 30, 2026.
Funds accumulated on the “National Cashback” card can be directed to:
- utilities;
- postal services;
- food products in stores and supermarkets;
- medicines and medical products;
- books and other printed products;
- charity – in particular, to donate to the Armed Forces and other charitable purposes.
It is noted that some of the updated categories will be available immediately. Yes, you can spend money on medicines, medical products, books and other printed products right now.
“The update is related to the peculiarities of the Winter Support policy, in particular, the payment of UAH 1,000 for all citizens, which will also be credited to the National Cashback card. Therefore, we decided to unify the categories of expenses in both programs. Thanks to this, both programs will work correctly, and state support funds will be directed primarily to basic and necessary expenses,” the message reads.
The Ministry of Economy added that more than 7.5 million Ukrainians are already participating in the “National Cashback” program, who have received more than 4 billion hryvnias in payments.
National cashback – top newsThe “National Cashback” program started in October 2024. In July 2025, the state paid citizens more than half a billion hryvnias within the framework of this program. Then it became a record amount for a month from the start of the program.
Ukrainians mainly spend funds from this program on communal services. Mobile communication, food establishments, medicines, computer networks and information services, as well as charity were next in the ranking of expenses.
This state program was subjected to a number of criticisms from both experts and deputies. People’s deputy Danylo Hetmantsev, for example, noted that the national budget has questionable efficiency and effectiveness, for which considerable funds are spent. In turn, People’s Deputy Yaroslav Zhelezniak called the program among those that should be canceled as a priority.
On November 15, 2025, “Diya” began accepting applications for the payment of monetary assistance as part of the “Winter Support” program, under which every Ukrainian residing in Ukraine can receive a one-time payment in the amount of UAH 1,000 to the “National Cashback” card.
