Prime Minister Yuliya Svyridenko states that the government has decided to strengthen the network of invincibility points, in particular, invincibility strongholds will be deployed, which will be able to work for more than 48 hours continuously, have a supply of water, electricity, stable communication and, if necessary, sleeping places.

“We are strengthening the network of points of invincibility and regulating their work under the conditions of easing the curfew… The points of reference will be deployed taking into account the number of the population. If necessary, the number of sleeping places can be increased,” the head of the government said.

According to her, as of today, there are 10,676,000 inviolability points operating continuously throughout the country, and 130,000 people have already used them since the beginning of January. Almost three thousand more points are ready to open if necessary, added Svyridenko.

Updated curfew rules were introduced in Kyiv on January 17 during the energy emergency. As reported by the Kyiv City Military Administration, invincibility points can now work 24 hours a day. We are talking about both municipal locations and responsible business establishments that are ready to provide heat, electricity, communication, water and hot tea. At the same time, security measures and patrols are being strengthened in the city.

Earlier, the Minister of Energy of Ukraine, Denys Shmyhal, announced that it will be possible to get to the heating points in Kyiv and the Kyiv region, as well as the rest of the regions affected by the Russian strikes and frosty weather 24 hours a day – regardless of the curfew, which lasts from midnight to 5:00.

Since the beginning of the full-scale invasion in February 2022, Russia has been striking Ukraine’s energy infrastructure. Since the beginning of the fall of 2025, Russian forces have intensified their attacks on the Ukrainian energy sector.

The Security Service of Ukraine qualifies Russia’s strikes on Ukrainian energy infrastructure as crimes against humanity. The SBU noted that since the beginning of this year’s heating season, it has documented 256 air attacks by the Russian Federation on energy facilities and heat supply systems of Ukraine.

Recently, a particularly difficult situation with energy and heat supply has developed in Kyiv and the suburbs, where emergency shutdowns continue after the Russian strike on January 9. Kyiv Mayor Vitaliy Klitschko said that this Russian attack was the most painful for the city’s critical infrastructure, and the situation is the most difficult in four years.
