The Central MSEC’s exchanging head is suspected of systematic issuance of inspection acts and certificates of disability to citizens who have not actually had legal grounds for it.
According to law enforcement officers, the organized group included his deputy-currently the active lawyer, a doctor and four members of the commission, as well as one of the family doctors of the KNP “Center for Primary Health Care of Darnytskyi District of Kyiv”.
Photo of OGPIn particular, in 2024–2025, at least 14 citizens were illegally disability. On the basis of these decisions, the Pension Fund of Ukraine made payments in the amount of more than UAH 2.8 million, which was caused by damage to the state budget, emphasized in the OGP.
According to the National Police, in August 2025, more than a dozen searches at the place of residence of the persons involved, during which documents, seals, electronic media and other evidence of criminal activity were removed.
A request for precautionary measures for all suspects has been prepared.
Other persons who could be involved in illegal activities are established within the investigation, as well as checked a number of citizens who received a disability certificate without legal grounds.
