On the territory of the NVMC the construction of the first starting complex of the first stage of the memorial cemetery was completed, including 6 thousand places of planned 120-130 thousand. Two columbariums were erected, a parking lot was arranged, engineering networks were laid, a road junction and an access road were built.

In November 2023, Dniprovsky architect Sergei Derbin presented a sketch, which should be built by a memorial.

The choice of location outside the capital caused indignation not only in some families of the military but also in the locals: in April 2024, the residents of Markhalivka went to protests and came to the Ombudsman’s office.
People expressed concerns about the destruction of forest and groundwater contamination, which provide Markhalivka with drinking water from wells, because there There is no centralized water supply.
The government and the Ministry of Veterans assured that there were no dangers to the environment, and in June 2024 the project passed a state examination.
However, corruption risks continued to disturb the public, and the construction process was accompanied by scandals.
Architects and public figures statedthat the tender for construction was “sidelines”, and 15 days taken for the preparation of the project are impossible for fair competition. They called for a nationwide architectural competition, to stop the “unorder practices of behind -the -scenes decisions” and to make the process transparent. More than a thousand people signed the appeals.
