The European Parliament has approved the Regulations that will increase tariffs and customs fertilizers and agricultural products from Russia and Belarus to a level that will completely stop their exports to the EU.

“Regulations will not allow certain agricultural goods and fertilizers that come or export or indirectly from the Russian Federation and the Republic of Belarus, access the EU market on terms that are as favorable as the conditions applied to the import of these goods from other countries.”

The regulation will enter into force after its formal approval by the EU Council and official publication.

The approved restrictive measures, in particular, concerns 15% of agricultural imports from Russia, which has not yet been subject to high tariffs. With the adoption of this resolution, all agricultural imports from Russia will be subject to EU tariffs.

The tariff level will be prohibited, that is, high enough to stop the import of these goods. Thus, for all relevant agricultural goods, imports from Russia and Belarus to the EU will increase by a 50%ad valorem duty.

For fertilizers, In addition to an existing ad valolory duty of 6.5%, The tariff will be subject to an additional specific duty that will gradually grow, Starting from 40 or 45 euros per tonne, depending on the type of fertilizer (corresponding to approximately 13% in ad valorem equivalent), to a prohibitory level of 315 or 430 euros per tonne, respectively in three years after the application begins.

“The purpose of the resolution is to eliminate dependence on imports from Russia and prevent detours through Belarus … Due to the increased import duties and prohibitive tariffs, the Russian share of fertilizer imports to the EU will be gradually replaced by other sources. Some EU member states have already abandoned Russian nitrogen fertilizers.”

Tariffs support the growth of internal fertilizer production in the EUwhich was affected during the energy crisis and through the influx of fertilizers from Russia.

It is also noted that there are many suppliers in the world market that can replace Russian exporters including Egypt, Algeria, Norway, Morocco, Oman and US.

As it was reported, tariffs for the vast majority of agricultural products from Russia and Belarus, especially grain, operate in the EU territory Since July 2024.
