Details: The document states that any peace agreement must provide Ukraine with security guarantees of the level of Art. 5 of the NATO Washington Treaty, to ensure the prosecution of those guilty of the crime of aggression and war crimes, as well as to oblige Russia to compensate Ukraine for all the damages it has caused.

The resolution of the European Parliament emphasizes that those guilty of the crime of aggression and war crimes committed by the Russian Federation and its allies must be punished.
Literally: “The (peace) agreement should offer reliable security guarantees to Ukraine, which correspond to the level of Article 5 of the Washington Treaty and Article 42 (7) of the Treaty on European Union, avoiding a repetition of the Budapest Memorandum of 1994, and confirming that Ukraine has the freedom to choose its security and political alliances without any Russian veto.”
Details: Also, according to the text, any agreement on sustainable peace must be preceded by a ceasefire, and “the temporarily occupied Ukrainian territory will not be legally recognized by the EU and its member states as Russian territory.”
“Any peace agreement should oblige Russia to fully compensate Ukraine for all the material and non-material damage and losses it has caused,” the MEPs are convinced.
The European Parliament also emphasized that “peace cannot be achieved by making concessions to the aggressor.”
“Any such agreement must guarantee full responsibility under international law for the crime of aggression and war crimes committed by Russia, its allies and its puppet forces against Ukraine and the people of Ukraine, before the International Criminal Court and the Special Tribunal for the Crime of Aggression,” the document says.
The European Parliament also called on the EU member states without further delay to “adopt and implement a legally and financially justified “reparation loan” for Ukraine secured by frozen Russian assets.”
What happened before:
- On November 27, the European Parliament called the position of the United States towards Ukraine “ambivalent” and questioned the commitment of the United States to international law.
- It will be recalled that on November 25, the American Trump announced that he instructed Steve Witkoff and Dan Driscoll to finalize the terms of the draft “peace agreement” with the Russian Federation and Ukraine, for which Witkoff will go to Moscow, and in the event of the final stage of its preparation, Trump will meet with Putin and Zelensky.
- The media also wrote that Driscoll, during a visit to Kyiv, presenting a 28-point “peace plan”, told Western diplomats about the missile threat from Russia not only to Ukraine, thus promoting a “quick settlement” of the war.
