The leaders of the 26 member states of the European Union plan to decide at the summit in Brussels on October 23-24 about Ukraine’s readiness to start negotiations on accession to three of the six clusters.
Hungary, led by Viktor Orbán, is expected to oppose this decision, but the document will be supported by the rest of the 26 EU countries.
The draft decision of the European Council states that Ukraine, despite the extremely difficult conditions of the war, has made significant progress on the way to membership. The EU takes into account the assessment of the European Commission, according to which the country is ready to start negotiations on the “Basics”, “Internal Market” and “External Relations” clusters.
The Eurocouncil will also call on Ukraine, the Council of the EU and the European Commission to continue working on the accession process in accordance with the principle of merit and the implementation of reforms.
