At the European Council Summit, which will be held on June 26-27, European Union leaders plan to approve a document with clear signals on Ukraine’s progress on the EU membership.
As it became known from the sources aware of the preparation of the summit, this document will be signed by all Member States except Hungary. It is Budapest’s position that remains the main obstacle to the formal promotion of Ukraine in negotiations on accession to the European Union.
In the EU -prepared document, Ukraine intends to emphasize the readiness of Ukraine to open negotiating clusters, which is a key stage on the way to full membership.
The President of the European Council Anthony Right insists that the summit should be laid out “powerful supports for Ukraine”, in particular, regarding its ability to start negotiations in all major areas of European integration.
At the same time, the EU expansion procedure, the official start of the negotiation requires unanimous support for all Member States.
However, Hungary has been blocking the opening of negotiating clusters for Ukraine for a long time, referring to economic risks and its own political interests.
Since the beginning of the year, the government of Viktor Orban has repeatedly opposed the active support of Kiev, and recently in the country even held an advisory referendum on the prospects of Ukraine’s membership in the EU.
Although the results of this survey have no binding force, the Hungarian authorities use them to argue their position in the international arena.
Despite the absence of Hungary’s signature, 26 EU countries are ready to give Ukraine a clear political mandate for further work on joining.
According to European officials, such a powerful support signal will allow Kiev to continue negotiations at the informal level without losing the pace of reform and adaptation of legislation to EU standards.
Ukraine has already completed screening of legislation by all six clusters and technically ready to open negotiations, but the formal decision is now blocked.
Recall that Lithuania presented the European Union with six points in response to the actions of Georgian power, which, according to Vilnius, violate democratic principles and human rights.
