On July 25, the European Union Council officially approved an invitation for Ukraine and Moldova to join the roaming zone as at home from January 1, 2026.

The decision came into force on July 14, and for Moldova – July 25.
This means that residents of Ukraine and Moldova will be able to make calls, send SMS and use mobile Internet at home tariffs in EU countries. Similarly, EU citizens in these countries will also have access to communications at no additional cost.
The agreement also guarantees that the quality and speed of mobile communication abroad will meet the standards in residence. The European Council reminded that Moldova already has reduced roaming tariffs due to the previous agreement signed in 2024.
As for Ukraine, a temporary voluntary agreement was concluded in 2022 with the EU communication operators, which will operate by the end of 2025. It provides affordable prices for calls, messages and mobile data for Ukrainians and EU citizens.
In the first reading, the Verkhovna Rada approved the Law No. 10265 on a single roaming with EU countries.
On July 9, the European Commission continued on a year of agreement with the operators of communication on simplified roaming for Ukraine and Ukrainian refugees.
