The EU and Ukraine have agreed on 10 key reforms necessary for accession: the list

European Commissioner Marta Kos and Deputy Prime Minister for European Integration Taras Kachka announced the agreed action plan of Ukraine, which should confirm the country’s readiness for accession. This plan is part of the written joint statement released after the meeting of the EU Council, the main result of which was the launch of the technical process of “frontloading”.

Ukraine confirms the understanding that issues related to the rule of law and combating corruption are of key importance for its accession to the EU. The document identifies 10 key priorities for further prioritization of implementation over the next year.

The 10 key priorities include:

  • Adopt complex changes to the Criminal Procedure Code and other legislation to ensure fast and high-quality justice (including the cancellation of the “Lozovoy amendments”, strengthening the independence of NABU and SAP and expanding their jurisdiction).

  • Provide NABU with effective access to unbiased, timely and high-quality forensic examinations.

  • Conduct a comprehensive review of the procedure for the selection and dismissal of the Prosecutor General.

  • To renew the selection for the appointment and transfer of prosecutors to management and other prosecutorial positions.

  • Reform the State Bureau of Investigation (SBI).

  • Appoint without delay judges of the Constitutional Court and members of the High Council of Justice who have passed international verification.

  • Expand the involvement of international experts in the competition commission for the Higher Qualification Commission of Judges (HCJC).

  • Adopt the draft law on declarations of integrity of judges.

  • Adopt the Anti-corruption Strategy and the State Anti-corruption Program by the II quarter of 2026.

  • Develop and strengthen internal control systems against corruption at a high level.

Marta Kos explained that all these points must be fulfilled for the success of Ukraine’s accession to the EU, as they are defined as priorities.

At an informal meeting of the EU General Affairs Council, the start of a new format of technical negotiations on enlargement with Ukraine, which does not depend on the Hungarian veto, was announced. The new technical process is called “frontloading”.

Earlier, Hungarian Prime Minister Viktor Orban said that after the war, Ukraine should return to the status of a “buffer state” between the West and Russia, as it was before the conflict began.

The Hungarian government has initiated new “national consultations” on raising taxes, while lying that such a move is a requirement of the European Union to finance Ukraine and the “war”.
