A key event was the launch of the European Defense Industry Program (EDIP), which provides for the allocation of 1.5 billion euros in grants for the period 2025-2027.

Defense integration and financing

Ukraine Support Instrument: From the total amount of EDIP, 300 million euros are reserved for this instrument for the integration of the Ukrainian defense industry with the European one, support for modernization and joint projects.

Joint projects: the Ukrainian side presented to the allies the capabilities of Ukraine’s defense industry and invited partners to join projects within the framework of the Build with Ukraine initiative, which involves the creation of modern defense industries.

Frozen assets: The participants of the meeting emphasized that an important source of funding for Ukrainian defense should be a mechanism based on frozen Russian assets.
Denys Shmyhal informed the allies about the most urgent needs of the military, primarily in the field of air defense. In order to provide the Defense Forces, it is necessary to make new contributions to the PURL initiative, which allows Ukraine to receive the necessary American weapons.
The meeting confirmed the EU’s long-term support for Ukraine and readiness to integrate the Ukrainian defense industry into the European security system.
The European Parliament on Tuesday, November 25, supported the bill that launches the European Defense Industry Program (EDIP). In particular, it provides for the integration of the defense industry of Ukraine into the defense-industrial complex of the European Union.
The European Commission presented the first ever European defense-industrial strategy at the EU level, which also extends to the Ukrainian military-industrial complex.
