The Center of National Resistance notes that Russian volunteers actually forcibly collected money from the parents. At the same time, under the supervision of teachers, children of the younger classes were forced to draw postcards to the Russian occupiers, and high school students – to write letters under dictation.
The responsibility for the propaganda campaign lies with the education department of the local occupation administration, as well as the “volunteer company of the fighting brotherhood”.
