This will be the eighth hearing to violate the Hungarian treaty on the EU.
The procedure for possible violation of Article 7 of the Treaty on the European Union was initiated by the European Parliament in 2018. At that time, the discussions were about the functioning of the constitutional system, the system of restraints and balances, the fight against corruption, the protection of civil space, academic freedom and freedom of the media, as well as the protection of LGBT rights in Hungary.
Also on May 21, the group of the European Parliament urged the European Commission to stop any funding for Hungary. Deputies believe that Hungary continues to restrict freedom and undermine democracy, not comply with EU legislation and values.

In 2022 The European Commission has called for Hungary funding to reduce € 7.5 billion because of concern for corruption and democracy. The European Commission also set requirements for Hungary that would allow funding.
In December 2023, the European Commission unlocked 10 billion euros from EU funds intended for Budapest and frozen because of concern about the rule of law in Hungary.
