The State Bureau of Investigation has completed the investigation into the so -called narcological offices in Kyiv and Kharkiv. Investigators found that in these institutions, doctors illegally issued prescriptions for methadone.

According to the investigation, the scheme has been in operation since 2020. 24 “narcological offices” worked in Kyiv and Kharkiv, where doctors illegally issued medical prescriptions for methadone (used in drug addicts).
The drug was sold by drug addicts in their own pharmacy. Investigators found that during this period the defendants sold more than 10 kg of methadone. For this purpose, doctors have issued more than 15,000 illegal prescriptions.
The total income from drug trafficking has exceeded UAH 5 million.
During the searches, the persons found large amounts of cash received from illegal activities, as well as cars purchased for these funds.
The indictment has already been sent to court with respect to 14 defendants. The organizer and the group leader are accused of:
- creation and management of a criminal organization (Part 1 of Article 255 of the Criminal Code of Ukraine);
- organization of illegal recipes (Part 2 of Article 319 of the Criminal Code of Ukraine);
- organization of violation of the rules of release of narcotic drugs (Part 2 of Article 320 of the Criminal Code of Ukraine);
- organization of legalization of property obtained by criminal means (Part 3 of Article 209 of the Criminal Code of Ukraine);
- the use of funds obtained from illicit drug trafficking to continue criminal activity (Part 2 of Article 306 of the Criminal Code of Ukraine).
Another co -organizer, three heads of structural units (founders and directors of societies – drug users) and nine doctors who illegally prescribed were held accountable. The maximum sanction under these articles is up to 15 years in prison.
Currently, the prosecutor General’s Office is resolving the issue of confiscation of funds and property of criminals in favor of the state.
