Among the accusations – the “low” quality of the projectiles. In August 2024, Czech officials received letters about allegedly premature detonation of 155 mm shells due to faulty blasting. However, the authors did not provide evidence with this statement.
Czech initiative coordinators told reporters that they did not receive such complaints from Ukrainian officials. At the same time, media representatives found that information about defective shells may be part of a program misinformation campaign, probably from Russia.
Some criticism concerns delay in supply. Despite the announced schedules, the shells come late in some places – this can affect the planning of military operations.
However, one of the interlocutors of the Ukrainian defense industry explained to journalists that given the peculiarities of armed production to adhere to the schedule “almost unrealistic”.
The initiative is also criticized by “Czech -centricity”. The shells are purchased exclusively by intermediary companies from the Czech Republic, selected without public tenders and the publication of selection criteria.
They were formally agreed with the Ukrainian Defense Ministry, although they were denied in the department. In addition, some of the chosen companies are related to Czech officials, which is suspected of conflict of interest.
At the same time, a commission of intermediaries came to the discards – it is, at least four times higher than the one that Ukrainian public procurement is taken by. According to the informed sources, the commission of five companies participating in the Czech Initiative is up to 13%. In Ukrainian public procurement, this figure is up to 3%.
However, a knowledgeable source explains that intermediaries are entitled to a commission, because they are more responsible. In addition, some of the money goes to the so -called additional costs that provide ammunition delivery.
At the same time, both the Czech and the Ukrainian authorities believe that despite some shortcomings, the Czech Initiative helped to strengthen Ukraine’s defense capability. Its peculiarity is the ability to buy ammunition in countries that do not want to publicly advertise Ukraine.
This is something that sets the EU initiative from the purchase of 1 million shells for Ukraine. It was limited to the domestic market of the European Union and faced a lack of supplies and raw materials for their production.
According to journalists, among 16 donor countries, which publicly announced the funding of the Czech Initiative in 2024, the largest amounts invested: Germany (575 million euros), the Netherlands (250 million euros), Belgium (200 million euros). As of July 2024, the Czech contribution was estimated at about € 34 million.
By the way, President Volodymyr Zelenskyy has recently stated that Ukraine is expected to receive 1.8 million in 2025 artillery shells Within the framework of the implementation of the Czech Initiative.
