The curfew will not be canceled, its rules will be reviewed, said Oleksiy Kuleba, Deputy Prime Minister for the Reconstruction of Ukraine – Minister of Community and Territorial Development.

According to him, at the first meeting of the headquarters for liquidation of the consequences of Russian shelling of energy facilities in Kyiv, on the instructions of President Volodymyr Zelenskyi, the curfew issue was separately considered.

“I emphasize: the curfew regime will not be canceled. However, its rules are being revised. At the same time, in case of long-term blackouts of heat or electricity, the state must act flexibly, without violating safety decisions. These are temporary solutions that will allow: ensuring uninterrupted operation of critical life support facilities; to give people the opportunity to safely reach points of invincibility – by analogy with access to shelters; to ensure the work of institutions that officially perform the function of points of inviolability,” the message says.

According to Kuleba, such decisions can be made exclusively with the participation of the military command and the Defense Councils and only where the security situation allows. “There can be no arbitrary decisions on the ground,” the government official emphasized.

Meanwhile, President Zelenskyi announced a decision regarding the curfew today. “Sufficient relief is needed during the extremely cold weather so that people and businesses have all the options they need,” he wrote in a cable.

Since the beginning of the full-scale invasion in February 2022, Russia has been striking Ukraine’s energy infrastructure. Since the beginning of the fall of 2025, Russian forces have intensified their attacks on the Ukrainian energy sector.

The Security Service of Ukraine qualifies Russia’s strikes on Ukrainian energy infrastructure as crimes against humanity. The SBU noted that since the beginning of this year’s heating season, it has documented 256 air attacks by the Russian Federation on energy facilities and heat supply systems of Ukraine.

Recently, a particularly difficult situation with energy and heat supply has developed in Kyiv, where emergency shutdowns continue after the Russian attack on January 9. The mayor of Kyiv said that this Russian attack was the most painful for the city’s critical infrastructure, and the situation is the most difficult in four years.
