This was reported by the Deputy Prime Minister for Reconstruction, the Minister of Community and Territorial Development Oleksiy Kuleba.
According to him, this issue was discussed during the first meeting of the headquarters for liquidation of the consequences of Russian shelling of energy facilities in Kyiv, which was chaired by the Minister of Energy Denys Shmyhal. Participants focused on accelerating restoration work, building equipment reserves, coordinating with international partners, and strengthening energy infrastructure protection.
Separately, on the instructions of President Volodymyr Zelenskyi, the issue of curfew and the work of Points of Invincibility were considered.
“I emphasize: the curfew regime is not canceled or revised. At the same time, in case of long-term blackouts of heat or electricity, the state must act flexibly, without violating safety decisions,” Kuleba said.
He explained that it is about possible temporary and point exceptions that can allow the uninterrupted operation of critical infrastructure facilities, safe access of citizens to Points of Invincibility by analogy with shelters, as well as the functioning of institutions that officially perform the role of such points.
According to the Deputy Prime Minister, such decisions can be made exclusively with the participation of the military command and the Defense Councils and only where the security situation allows. He emphasized that there cannot be any arbitrary decisions on the ground.
Communal services of the capital continue to restore heat supply around the clock in about 400 residential buildings that were left without heating as a result of the Russian attack on the energy infrastructure on January 9.
The candidate for the post of First Deputy Prime Minister of Energy, Denys Shmygal, believes that Kyiv was very poorly prepared for the challenges of the heating season in wartime conditions.
As of the evening of January 13, 2026, the Kyiv power system was at its highest level of load due to targeted Russian attacks on critical infrastructure.
