Prehistory:
- On January 20, representatives of the State Bureau of Investigation reported the suspicions of the former commander of Kharkiv OTU Brigade General Yuri Galushkin, the commander of the 125th Troyenteente General Arthur Gorbenko and the commander of the 415th Rifle Battalion of the 23rd OMBR. Officers are suspected of defense failure in Kharkiv region.
- Lieutenant General Gorbenko is suspected of negligence in military service (Article 425 of the Criminal Code of Ukraine).
- On January 22, the Persian District Court of Kyiv sent Gorbenko for two months with an alternative to making a bail of 25 million.
