On June 19, the Kyiv Court of Appeal made a decision to increase the amount of collateral for the former chief of the Odessa Territorial Center for the Acquisition and Social Support of Yevgeny Borisov.

From now on, the mortgage for the suspect is UAH 45.42 million – almost twice as much as the court of first instance has determined. Such a decision was made after considering the complaint of the prosecutor’s office, which insisted on increasing the pledge because of the risk of escaping the person involved outside Ukraine.
In May 2025, the Pechersk District Court of Kyiv left Borisov in custody until June 24, with the possibility of bail of UAH 20 million.
However, the investigation insisted that Borisov could take this opportunity to escape because he has already been released from the armed forces for health reasons and was removed from military registration. This enables him to cross the state border in the event of a preventive measure change.
Yevgeny Borisov is a person involved in several criminal proceedings.
He is charged with obstruction of the legitimate activity of the Armed Forces of Ukraine in a special period, official forgery, illegal enrichment, evasion of military service, unauthorized abandonment of military unit and forgery.
According to the investigation, Borisov and his family were legalized by more than 8.2 million euros obtained.
In addition, investigators found that the expert of the Odessa Criminal Code tried to formulate a disability to avoid responsibility.
During the last nine months, Borisov’s defense has actively sought to obtain a form No. 088/o and to refer to a medical and social expert commission for disability.
At the same time, the suspect himself has been in the detention center for more than 15 months.
The investigation also found that the Borisov family owns real estate in Spain. In particular, the mother of the former military commissioner purchased a villa in Marbeli and his wife – commercial real estate in the same province.
In addition, the family has an SUV “Mercedes Gelendvagen”.
