The Verkhovna Rada voted in favor of the Law on the suspension of the Ottawa Convention for Ukraine, which prohibits the use, production, accumulation and transfer of anti -personnel mines.

The direct language of the People’s Deputy: “The Verkhovna Rada has just voted to suspend the Ottawa Convention for Ukraine. It is a historical decision that returns us to use and produce anti -personnel mines – an important element of engineering protection on the battlefield.”

Details: Kostenko recalled that Russia is not an aggressor country as a party to this Convention and is massively using mines against the Ukrainian military and civilians.

“We cannot continue to fight with the tied hands,” – said the deputy, who is the colonel of the SBU and who, before election of the People’s Deputy, managed the units of the special forces, participated in various special operations and defended the Donetsk airport.

Kostenko emphasized that this decision is especially important in the context of ratification of the Roman Statute, because the authorities should “provide not only the physical but also the legal security of our military.”

For reference: The Roman Statute is an international treaty founded by the International Criminal Court. It defines the procedure of the court, and also determines the crimes that fall under its jurisdiction (aggression, genocide crimes, crimes against humanity and war crimes).

Prehistory:

  • On June 29, President Volodymyr Zelenskyy signed a decree on the withdrawal of Ukraine from the Ottawa Convention. The Ministry of Foreign Affairs reminded that Ukraine has ratified the Ottawa Convention in 2005 and emphasized that the state “honestly enforced its provisions” since then, as Russia, without being a state-participating state of this Convention, has resolved armed aggression against Ukraine and has been widely used by anti-molding. The Ministry of Foreign Affairs explained that in this way Ukraine was in an unfair situation.
  • At the end of April, Latvia President Edgar Rinkevich signed a law on the country’s exit from the Ottawa Convention. And on May 8, the Ottawa Convention denied the Diet of Lithuania.
  • Instead, Norway stated that she would not leave this Convention because she believes that her modern defense systems will be sufficient in case of hostile aggression.
  • On June 19, the Finland Parliament voted for the exit of the country from the Ottawa Convention. And at the end of June, Poland was released from the Ottawa Convention.
  • It was reported that the Baltic States, Poland and Finland have made such a decision because of the Russian threat.
