Details: As stated on the website of the Verkhovna Rada, the law regulates the issue of mandatory evacuation of the population, in particular the possible forced evacuation of children who are in the territories of active and possible military (combat) operations.

Literally: “The decision to carry out mandatory evacuation will be made at the proposal of the military command in the relevant territory by the regional and Kyiv city military administrations.
At the same time, mandatory evacuation can be both general and partial – for certain categories of the population who, due to age or health, are unable to take measures to preserve life or health on their own, including children, people with disabilities, the elderly and other categories of the population.”
Details: The Ministry of Internal Affairs highlighted the main provisions of the law:
1. The decision to carry out the mandatory evacuation of the population from settlements located in the territories of active or possible military (combat) operations is made by military administrations at the proposal of the military command in the relevant territory.
2. Mandatory evacuation of children is carried out together with one of the parents, a person who replaces them, or another legal representative and is carried out by guardianship and guardianship authorities with the involvement of the National Police to ensure public safety and order.
3. The decision to forcibly evacuate children is made by military administrations at the proposal of the military command and in agreement with the Coordination Headquarters for Evacuation Measures.
4. If the settlement is located in the territory of active hostilities and the parents refuse the mandatory evacuation of children, evacuation to safe areas is carried out by the National Police, with further transfer of the children to guardianship and care authorities in safe areas.
5. In the territories from which mandatory evacuation is carried out, restrictions on the order of entry (entrance) and stay may be introduced.
