Details: The Committee of Ministers of the Council of Europe called on the Russian Federation to restore the use of Ukrainian legislation in Crimea, to terminate the practice that is a violation of the European Convention on Human Rights, and to release all Crimean political prisoners.

The Committee of Ministers condemned such violations by Russia of the Convention and International Humanitarian Law as ill -treatment and torture, arbitrary detentions, detention without connection with the outside world, violent disappearance. Moscow is urged to stop these actions, to provide prisoners with access to independent legal assistance and medical assistance, to allow communication with families.
Russia is urged to allow independent international bodies to control the health and conditions of detention of prisoners, as well as to provide a list of detained persons so that the committee can control the progress of their dismissal.
The Russian Federation is urged to stop the practice of moving prisoners in the Crimea to the territory of the Russian Federation and to return to the peninsula those who have already been taken to Russia.
The Committee of Ministers called on Russia to stop discrimination and persecution of the Crimean Tatars, to ensure the right to education in Crimea in Crimean Tatar and Ukrainian languages, to stop the persecution of Ukrainian -language children and teachers, to abolish the illegal restriction of freedom between Crimea and mainland Ukraine, to terminate and to abolish the expectoration.
“The Committee of Ministers suggested that the authorities of 46 Member States of the Council of Europe to study all the possibilities of ensuring the implementation of this decision in order to ensure responsibility for serious violations of international law,” the statement reads.
The KMRE reminded that Russia is still obliged to execute the ECtHR decision, despite its exclusion from the Council of Europe.
We will remind, the ECtHR President said that the consideration of interstate cases against Russia is a priority for the court. Five – four “Ukrainian” and one “Georgian”.
In the mentioned case, “Ukraine against Russia (regarding Crimea)” has already been made a decision on the merits.
