Kornienko said this in an interview with the Azerbaijani agency Report.

In February 2026, the head of the “Servant of the People” party noted that a significant part of the expenses — about 90% — is for the wages of election commission members. As the living wage and average salary in the country have increased significantly since the last national elections in 2019, the previous budget of 3 billion hryvnias must be multiplied by at least two. A separate complication is the logistical costs and compensation for the work of commissions outside of Ukraine, where a large number of forcibly displaced people reside. According to the official, the Ukrainian side is conducting negotiations with partner countries, as it is expected that international financial aid will cover these expenses.

Oleksandr Kornienko emphasized that the country is currently facing larger challenges, in particular the energy crisis caused by the Russian Federation’s attacks. He emphasized that the aggression of the Russian Federation deprived Ukraine of the opportunity to hold elections within the constitutional terms, turning the democratic process into a matter of security and financial capacity. The official urged to focus on creating conditions under which voting will become possible at all, since it is the war unleashed by the Russian Federation that remains the main obstacle to the restoration of the usual political cycles. Currently, a working group under the leadership of Kornienko is preparing legislative drafts to adapt the right to vote to the conditions of a war or post-war state.

Former speaker of the Verkhovna Rada, Ruslan Stefanchuk signed order on the creation of a working group that will prepare a draft law on holding elections under martial law. The document will have a one-time use.

In Ukraine so far there is no technical or legislative possibility to vote in the presidential elections through the “Action” application. The idea is discussed only publicly, and no concrete steps are taken to implement it. Mykhailo Fedorov explained that changes in the laws and decisions of the Central Election Commission are needed first.
