The Verkhovna Rada of Ukraine adopted in the second reading and as a whole draft law No. 13062, which improves control over the issuance and extension of sick leave, as well as introduces a mechanism for the return of insurance payments in case of improper issuance of sick leave.
This was reported in the parliament on Wednesday.
According to the adopted document, the law:

improves the process of checking the issuance and justification of the extension of sick leave certificates and documents that serve as a basis for their formation;

clarifies the mechanism for compensating insurance payout amounts in the event of establishing the groundlessness of issuing a certificate of incapacity for work and contesting the claim for compensation;

provides for the possibility of using paper leaves of incapacity for work not only during martial law, but also on a permanent basis in individual cases;

determines that the procedure and conditions for issuing, extending and recording sick leaves in the electronic register, as well as cases of issuing paper leaves, are established by the central executive body that forms the state policy in the field of health care, in agreement with the authorized management body.
It is expected that the implementation of this law will contribute to more effective protection of the rights of insured persons in the system of mandatory social insurance in case of temporary disability.
As a reminder, starting in 2026, Ukrainians will be able to receive new types of state assistance, including assistance for the birth of a child, care for up to one year of age, and other payments. In addition, a “schoolboy’s package” will be introduced for first-graders.
