The Council adopted a law on the return of independence of NABU and SAP

The Verkhovna Rada adopted a law that returns the selected powers to anti -corruption bodies – NABU and SAP.

No one voted against. Also, no one refrained from the vote. 9 deputies did not vote.

The Specialized Anti -Corruption Prosecutor’s Office will independently carry out procedural guidance to the investigation of cases of the National Anti -Corruption Bureau, not under the control of the Prosecutor General.

At the same time, within six months after the Law enters into force, the Security Service of Ukraine must check the employees of NABU, SAP and other bodies who have a state secret for cooperation with the aggressor state.

Every two years, the staff of these bodies will undergo an internal check on the polygraph according to the methodology agreed with the SBU.

Prehistory:

• On July 22, the Verkhovna Rada approved Law No. 12414 as amended to the Criminal Procedure Code, according to which NABU and SAPs become dependent on the decisions of the Prosecutor General. In the evening of the same day, President Volodymyr Zelenskyy signed the document.
• In many cities of Ukraine, there were a few days in a row after the adoption of this legislative initiative.
• Responding to the social resistance and concern to partners, Zelensky has introduced a bill in the Verkhovna Rada, which will provide “force of law enforcement system” and preserve “all rules for the independence of anti -corruption institutions”.
• The National Anti -Corruption Bureau stated that the Presidential Bill would restore all the powers and guarantees of independence for NABU and SAP.
• On July 30, the Verkhovna Rada Committee on Law Enforcement Activities Unanimously supported the Presidential Bill No. 13533, which returns the selected powers to anti -corruption bodies. It was this committee that in a hurry to make “anti -anticorruption” changes to the humanitarian project of the missing law on missing.
• On the morning of July 31, citizens gathered for a peaceful rally near the Verkhovna Rada in support of the adoption of the law on the return of independence of NABU and SAP.
