The Committee of the Verkhovna Rada on Education, Science and Innovation recognized the unsatisfactory work of the Ministry of Education and Science of Ukraine in providing schools with textbooks.
The chairman of the committee, Serhii Babak, announced this.
“In 2023, the entire required volume was produced and delivered on time, probably for the first time in 30 years. After that, the committee provided the CMU and MES with recommendations on how to improve the quality, production and delivery of textbooks, in particular for children with special educational needs and languages of national minorities. As a result, most of the recommendations for 2024 have not been implemented,” Babak wrote on the Telegram channel.
According to the head of the committee, this year the deadlines for the delivery of textbooks have been violated, there is no mechanism for providing textbooks to Ukrainian children abroad, the laws regarding the mandatory approval and purchase of interactive electronic applications for textbooks have been violated, the quality of textbooks is not getting better, and the competitive selection procedure has not been changed.
“All this and the inability to systematically improve processes creates significant risks of disruption in the production and timely delivery of textbooks in 2025. In view of this, the work of the Ministry of Education and Culture in this part was recognized by the Committee as unsatisfactory. The Prime Minister of Ukraine was informed about this in detail,” Babak said.
In addition, according to the report of the Committee, a number of recommendations to the Cabinet of Ministers and the Ministry of Education were approved, aimed at improving the provision of textbooks in the next school year and improving their quality.
It will be recalled that the Ministry of Education allowed schools to schedule holidays at their discretion. Principals of Ukrainian schools can determine the structure and duration of the academic year themselves, the main thing is that there should be at least 30 calendar days of vacation.
The Ministry of Education and Science of Ukraine approved the system of re-enrollment of grades from foreign schools.
After the end of martial law in Ukraine, the External Independent Assessment can be returned instead of the National Multi-Subject Test for applicants. At the same time, its format may change.
