The man wrote an application for exchange, but in parallel the sentence. In June 2025, the Supreme Court appointed a re-consideration of the appeal of Fedoryan. But in the future, the person involved in this complaint refused.
On August 5, 2025, the Coordination Headquarters on the Defense of Prisoners of Pursuing made a decision to transfer the convicted person Fyodorian to the exchange as a prisoner of war.
For about 30 years, Fedoryan worked in the law enforcement agencies, and at the end of 2011 he retired from the post of deputy chief of the Ministry of Internal Affairs of Ukraine in the Autonomous Republic of Crimea and since 2012 worked at the State Enterprise “Chernomornaftogaz” in the transport department.
After the occupation, he remained in the Crimea, received a passport of a Russian citizen and continued to work in the Russian GUP of the Chernomorneftegas, created by the occupiers on the basis of a captured Ukrainian enterprise. Once a year he went to the mainland territory of Ukraine to visit his elderly parents.
In November 2020, he was detained at the Kalanchak checkpoint and found information about cooperation with the FSB of the Russian Federation.
Fedoryan was accused of transferring the transport of GUP “Chernomorneftegaz” to the FSB of the Russian Federation and other illegal law enforcement agencies of the Russian Federation at least 12 times for the so-called investigative actions and transportation of illegally detained citizens of Ukraine to the places of imprisonment under the pretext of fighting “Utro-Terrorist organization.
Fedorian did not admit himself in court. He explained that in the occupation “GUP of the RK” Chernomorneftegaz “the functions included the provision of management of documents, purchases of equipment, and the allocation of transport was engaged in another unit.
At the same time, Fedoryan’s mobile phone had a correspondence with FSB staff. In particular, communication for the provision of transport for FSB official activity.
In addition, Fedoryan practiced to record telephone conversations. There were audio recordings on the mobile phone that reported that Fedorian supported sustainable contacts with representatives of the Border Service, the Ministry of Defense of the Russian Federation and the Customs Service, and resolved with them, including the issue of entry and exit from the temporarily occupied territory of Ukraine. At the same time, in conversations, Fedoryan used clearly distinguishing terms – “Khokhli” to representatives of state bodies of Ukraine, which provided a passing regime at the checkpoint between the territories of the Crimean peninsula and the territory controlled by Ukraine.
