Details: According to the Bureau, the head of the unit concluded an agreement on the purchase of military clothing with a private enterprise. As the examination showed, the company was engaged in the resale of low-quality products. Without checking this, the commander signed the contract without a tender and with an advance payment of 30% of the total contract value.

After prepayment, the military unit received only a part of high-quality clothing, and clothes worth almost 150 million hryvnias were delivered, which did not meet any quality standards and put the defenders at risk. The management of the unit, understanding the risks, signed the necessary documents and made full payment for the low-quality product, the SDB emphasizes.

The prosecutor’s office specifies that the illegal scheme was implemented in the period from January to March 2023. The state suffered losses of almost 140 million hryvnias.

Currently, during searches, cash was seized from a soldier and a businessman. The commander was informed of the suspicion of negligent service, if it caused serious consequences, committed under martial law or in a combat environment.

The sanction of the article provides for punishment in the form of deprivation of liberty for a term of up to 8 years.

The director of a private enterprise is suspected of fraud committed during martial law, on a particularly large scale (Part 5 of Article 190 of the Criminal Code of Ukraine).

The issue of choosing a preventive measure in the form of detention by the suspect is being resolved.

It is worth noting that in the notification of the prosecutor’s office, the suspects appear as the ex-commander and ex-director of the limited liability company.
