According to the government order, disciplinary proceedings have been initiated against the official, which should be completed by January 27, 2026. The decision was made against the background of high-profile corruption scandals and investigations by anti-corruption bodies that continued throughout 2025.
The main reason for the attention of law enforcement officers was the results of the Bihus.Info investigation into the activities of the private laboratory “Dobrobut-Likilab”. Journalists found out that this institution began to receive mass orders for drug quality control from the State Medical Service almost immediately after its registration. The owners of the laboratory turned out to be people from the entourage of Isaenko himself and one of the heads of the specialized unit of the SBU, which indicated the creation of a monopoly scheme for enrichment on state tenders.
The situation escalated in November 2025, when NABU detectives conducted large-scale searches in the central office of the State Medical Service and Roman Isaenko’s personal office. As part of the criminal proceedings, a significant array of documentation was seized, and the head of the department himself immediately went on long-term sick leave after investigative actions. In addition to the laboratory schemes, the NAZK began checking Isaenko’s lifestyle due to suspicions of using an undeclared estate near Kyiv, the value of which far exceeds his family’s official income.
The Disciplinary Commission for the Higher Corps of the Civil Service must provide a final opinion on violations of ethics and legislation by the official within the next month. The removal of the head of the strategic regulator, which is responsible for the safety of medicines in Ukraine, indicates the seriousness of the collected evidence and the possible preparation of an official suspicion by anti-corruption authorities. During the proceedings, the duties of the head of the service will be performed by one of his deputies in a temporary status.
