The Government of Ukraine has introduced a strategic relaxation of the curfew regime for regions where a state of emergency has been officially declared in the power sector.
As Prime Minister Yuliya Svyridenko announced in a telegram on January 15, 2026, this decision aims to give citizens the opportunity to legally stay in heating points and locations with autonomous power during long night blackouts. According to the new rules, Ukrainians will be able to stay in public places without special passes, in particular in shopping and entertainment centers that perform the functions of “points of inviolability”, provided that there is heat, generators and communication.
The relaxation also applies to the movement of private vehicles, which will allow people to reach places of heating if necessary or to transport relatives to safer locations at night. It is important to note that this decision does not apply to the operation of purely entertainment establishments, such as night clubs or discotheques — the priority is given exclusively to the support of life activities and the basic needs of the population. Control of public order during the relaxed curfew is entrusted to the Defense Forces and the police, who will work in an intensified mode to prevent abuses or provocations by the Russian Federation.
The specific list of settlements and territories where these changes will come into effect will be determined by the Commission on Technogenic and Environmental Safety and Emergency Situations (TEB and Emergency Situations) at the meeting on January 16. Regional military administrations were given the right to independently adjust security measures depending on the operational situation on the ground. Such a move is part of the state policy to adapt to Russia’s energy terror, providing flexibility in saving people from extreme cold and lack of light in residential buildings.
