The Cabinet of Ministers established new rules for traveling abroad for media workers

By Resolution No. 1509 of November 19, the Cabinet of Ministers of Ukraine changed the procedure for crossing the state border for men aged 23-60 who work in the field of strategic communications, media and information.

The new rules will enter into force on January 1, 2026.

Now crossing the border is possible only in the presence of a letter from the State Television and Radio Committee indicating the date of departure and the estimated date of return, the checkpoint and other necessary data. Prior to the entry into force of this norm, letters are sent by the Ministry of Culture.

In addition to the letter, to cross the border you must have:

  • invitation of a foreign organization with Ukrainian translation;

  • passport for traveling abroad;

  • a military registration document with TSK and SP marks or its electronic form.

The maximum period of stay abroad according to this norm is up to 60 days. Border guards may refuse a pass if the purpose of the trip is not confirmed or the documents are incorrectly prepared.
