The Cabinet approved the budget declaration by 2028 / photo ua.depositphotos.comThe Cabinet of Ministers has approved the budget declaration for 2026-28, which provides for two scenarios for the development of the event and contains general indicators of revenues, and marginal indicators of state budget expenditures, the Ministry of Finance press service reports.
The declaration provides two scenarios for developments in Ukraine since 2026. One scenario involves a possible improvement of the security situation since 2026, and the other – the continuation of full -scale aggression of the Russian Federation during 2026. According to the second scenario, next year expenditures on the security and defense sector will be no less than in 2025.
However, the Ministry of Finance assures that safety and defense expenditures will continue to remain the main priority of the state budget.
The budget declaration 2026-2028 is the basis for drawing up the state budget project for 2026. The document contains general indicators of revenues and financing of the state budget, margins of expenditures of the state budget, minimum wage, subsistence minimum.
The declaration was prepared together with the main spending units after consultation with the IMF.
The next step would be to submit a budget declaration by the Government of 2026-2028 for consideration to the Verkhovna Rada of Ukraine.
Budget and payments to the militaryAs reported by UNIAN, on June 27, President of Ukraine Volodymyr Zelensky instructed the government to work out in the budget declaration the issue of increasing financial support to the military.
On June 25, the government approved the bill on amendments to the state budget. Officials offer deputies to increase the estimates of safety and defense by UAH 449 billion.
Considerable expenditures on the safety and defense sector can be next year. Finance Minister Serhiy Marchenko, speaking in Parliament on June 5, noted that the government was considering a scenario of continuing hostilities during 2026.
