The government’s response, in particular, refers to the list of grounds for sanctions. Among them are actions of foreign states and persons, resolutions of the General Assembly and the UN Security Council, the decision of the Council of EU or violation of the UN Human Rights Declaration.
The decision on the application of sanctions is made by the National Security and Defense Council on the basis of proposals of the Verkhovna Rada, the President, the Cabinet of Ministers, the National Bank and the SBU.
The petition, specifying the government, was entrusted to the Ministry of Economy, together with other government agencies and law enforcement.
“According to the results of the processing of the said order of the Ministry of Economy, it was concluded that the petition does not contain circumstances that can be considered as grounds for the application of sanctions in accordance with the law. However, the decision of the United States of America on the application of sanctions is not a certain law for the use of sanctions, ”the answer reads.

The petition also, according to the Cabinet of Ministers, “does not contain information that testify to AV Portnov’s terrorist activity” in the meaning of the term defined by law.

At the same time, the Cabinet states that any person who has facts about a criminal offense by Portnov “has the right to apply to law enforcement agencies with a corresponding statement.”
