On his Facebook page, Shmigal said that his first deputy was Lieutenant General Ivan Havrylyuk. The head of the Ministry of Defense shared that he had extensive experience in senior positions in the military administration of the Armed Forces.
Earlier, Havrylyuk was an adviser to the Commander of the Armed Forces of the Armed Forces and the head of the Main Department of Logistics, as well as the Deputy Chief of the General Staff of the Armed Forces.
From May 2024 to April 2025, Havrylyuk was the first Deputy Minister of Defense of Ukraine.
