This year, payments to civil servants are increasing more slowly than inflation, but significantly exceed the average salaries in the country. Most paid in regulatory and supervisory structures.
According to the Ministry of Finance, in June 2025 the average salary in central authorities amounted to UAH 59.6 thousand. This is 9.2% more than a year ago, but lower than the annual inflation rate, which was 14.3%.
For comparison, the average official salary in Ukraine in May, according to the Pension Fund, reached UAH 20,355. Therefore, the salaries of civil servants almost three times exceed the average Ukrainian level.
NERCEP workers – more than 100 thousand hryvnias per month – receive the most. The NAPC (96.3 thousand), the Antimonopoly Committee (90.1 thousand), the Verkhovna Rada (86.5 thousand) and the Cabinet Secretariat (80.2 thousand) are followed.
Heads of government agencies receive even more – an average of 128 thousand hryvnias a month. The highest payments were recorded in the NAPC (245.6 thousand), the CEC and the Accounting Chamber (206.4 thousand), as well as in the Space Agency and the NERCEP.
