Klymenko’s direct speech: “Currently, our system of shelters has about 62,000 facilities. This is a lot, but not enough. They can accommodate only half of the population of our state. This is especially felt in the frontline regions.”

Details: At the same time, Deputy Minister of Internal Affairs Oleksiy Sergeev noted that since the beginning of 2025, the shelter fund has increased by 2,685 objects.

Sergeev reminded that previously the Ministry of Internal Affairs, the Ministry of Community and Territorial Development, the Ministry of Foreign Affairs, the Ministry of Economy, the Ministry of Health, the Ministry of Education and the State Emergency Situations Service developed a strategy for the development of the fund of protective structures until 2034.

This strategy provides state subsidies for the construction of shelters in the fields of education and medicine, attraction of international aid and funds from local budgets, improvement of underground spaces that can be used for shelter, and others.

“The action plan is concrete. The first stage (by 2027) is to refurbish all suitable underground spaces, including parking lots, build 2,300 new shelters, update the legislation so that shelters are mandatory in new housing, social facilities and critical infrastructure, install mobile shelters in public places,” Sergeev noted.

He said that the (expected – ed.) result of the first stage is the protection of 74% of the population, “the second and third stages until 2034 are the construction of another 11,000 protective structures in order to provide shelter for 91% of the population of Ukraine.”

According to Sergeev, since the adoption of this strategy, a number of steps have been taken, namely, a single information system for accounting for shelters has been created, integrated into “Diya”, and UAH 6.2 billion of subventions have been allocated from the state budget for the construction of new shelters in educational institutions.

“Local budgets have allocated another 2.5 billion hryvnias for the reconstruction, repair, and arrangement of 396 objects,” informed the Deputy Minister of Internal Affairs.
