In 2020-2023, the Ministry of Culture and Information Policy “unsystematically and ineffectively” spent over UAH 521.8 million on measures to implement state policy in the field of culture and information policy.

The audit covered the period of 2020-2023, when the ministry did not ensure the achievement of key goals, in particular, the creation of a unified cultural space, citizens’ access to cultural services, and the reduction of manipulative content.
Also, only 31% of regulatory acts planned for 2023 have been developed.
“The critical lack of management personnel and the inadequate competence of reform specialists led to the inefficient use of UAH 58.4 million for the payment of allowances. In addition, the ministry did not ensure proper control over the management of state facilities, which caused discrepancies in financial reports in the amount of UAH 9.8 billion,” the report says.
The Accounting Chamber recommends that the Ministry of Culture and Strategic Communications develop indicators for evaluating the quality of cultural services, update the legal framework and ensure compliance with data on state property. The decision and report of the Accounting Chamber will be submitted to the Verkhovna Rada, the Cabinet of Ministers and published on the institution’s website.
We will remind you that in 2020, the Cabinet of Ministers allocated more than UAH 743 million from the fund to fight against COVID-19 to the Ministry of Culture in violation of the legislation. Of these, the ministry used more than UAH 659 million for purposes other than intended.
Previously, the audit found violations of 4 billion in the activities of the Ministry of Culture – the ministry was unable to effectively use these funds allocated from the state budget in 2018-2022 for the Museum of the Revolution of Dignity, the Genocide Holodomor, and the Industry State Archive.
