Prehistory:
- On January 20, employees of the State Bureau of Investigation, in cooperation with the Security Service of Ukraine, detained two generals and a colonel, who are suspected of negligence, which led to the loss of part of the territory of Kharkiv Oblast in May 2024.
- According to UP sources, it is about Brigadier General Yury Galushkin, Lieutenant General Artur Horbenka and Colonel Ilya Lapin.
- According to the investigation, Lieutenant General Artur Gorbenko, who previously commanded the 125th Separate Territorial Defense Brigade, underestimated the enemy’s ability to resume the offensive in the brigade’s defense zone, inadequately reacted to the increase in the enemy’s combat potential and the growth of threats. In particular, he did not ensure the arrangement of combat guard positions, did not take measures to staff the brigade, set inflated combat tasks for the battalions and, without conducting operational-tactical calculations, did not organize the proper equipment of strongholds and engineering barriers.
- Horbenko is also accused of having information about the preparation of offensive actions of the enemy, not bringing it to the attention of his subordinates, not ensuring the full mobilization and presence of all personnel of the brigade, including officers, at the positions. During the battle, he did not organize proper artillery fire support for units, did not ensure effective use of brigade reserves, interaction with other units, and did not have an up-to-date idea of the situation on the battlefield.
