Instead, Ukrzaliznytsia, with its efforts to harmonize tariffs, is following the path of the Soviet model of “equality”. This was announced by the Director General of the Federation of Transport Employers (FRTU) Volodymyr Husak.“In Ukraine, there is a transport tax that car owners pay. And now imagine that tomorrow everyone will have to pay this tax, including those who do not have a car. They would probably be surprised and angry if this happened. Actually, exactly this is how ore carriers feel – when they are offered to pay the same tariff as grain carriers,” Husak said.
He explained: tariff equalization is illogical and contradicts all the principles of a healthy market economy, which is governed exclusively by the principle: you pay for what you use. After all, ore exporters do not use even a tenth of the infrastructure that agrarians need for transportation, and Ukrzaliznytsia’s fuel consumption for transporting one ton of ore is much lower than the average for a ton of grain.
“Agrarians use so-called collection trains for grain transportation – when first a small locomotive delivers several wagons from loading stations to collection stations, then a group – to a sorting station, there the train is reshaped, and a new group is taken to the next sorting station. A wagon is taken to the final station can change several locomotives and trains, a huge number of people, locomotives and infrastructure are involved in this work. Instead, to load ore, the train just needs to come to the combine station, attach a route train already formed by the combine to one specific station – and immediately go to this station,” Husak explained.
He emphasized that Ukrzaliznytsia uses 22 times fewer railway stations and 5 times fewer railway tracks to transport 10 million tons of ore in routes compared to 10 million tons of grain in collective trains.
“Therefore, a logical question arises: why should ore transporters pay for services they do not use? Why should they finance the existence of low-functioning stations that are needed only for loading grain, and only seasonally, if they do not use their services at all?”, he noted. expert.
He reminded that Ukraine aspires to become a member of the EU. But for this it is necessary to comply with its norms and laws.
“Equality for all” is a scoop that we strive to get rid of. The management of UZ should once again calculate which cargoes are considered “lossy”. And do not manipulate data – especially if errors in manipulations are visible to the naked eye,” the expert summarized.
As is known, the head of Ukrzaliznytsia Yevhen Lyashchenko said that the company expects a loss at the end of the year, and initiated a review of tariffs for freight transportation. At the same time, the company ended the first half of the year with a profit of almost UAH 3 billion.
