The Cabinet of Ministers appointed Taras Chmut, head of the “Return Alive” Foundation, as the representative of the Ministry of Defense in the supervisory board of the Defense Procurement Agency (AOZ).

The head of the defense department noted that he and Chmut discussed key tasks that the Ministry of Defense plans to implement with the support of the AOZ and the Supervisory Board, in particular, determining the real needs of the front and ensuring the transparency of all processes.
“Buying something that shows effectiveness on the battlefield. Everything we purchase must be directly related to the goals of the war and actual needs,” Fedorov emphasized.
The defense minister added that quality control and timely delivery are critical: “Tracking supplies to reduce delays between payment and actual delivery and to ensure timely delivery of equipment to the military. Building a flexible and dynamic procurement system capable of responding to the innovation cycle. Price reduction due to transparent competition and anti-corruption effect.”
Fedorov emphasized that the supervisory board is responsible for strategic management of the agency, achievement of government tasks and transparency of work, and the appointment of Taras Chmut will significantly strengthen it.
“Taras Chmut is an effective leader who, as the head of the Come Back Alive Foundation, built one of the most effective and transparent support systems for the Defense Forces – from working with the real needs of the front to quality control, procurement and fast delivery to the front line. This experience is critically important for the transformation of state defense procurement,” the minister emphasized.
It is worth noting that Taras Chmut was previously a member of the State Supervisory Board from October 2024 to January 2025, but he and another representative Yuriy Dzhigar were recalled by the then Minister of Defense Rustem Umyerov.
