Details: The Euro Council reminded that a strong European Union will make a positive contribution to global and transatlantic security. But the EU defensive potential should still be considered as “a supplement to NATO, which remains for the states that are its members, the basis of their collective defense.”
“The European Council emphasizes the need to continue to significantly increase the costs of Europe’s defense and security and invest it better, noting the obligations taken at the NATO summit in June 2025,” the conclusions said.
The European Council asks member states to quickly reconcile the proposal to stimulate defense investments within the SAFE tool in the EU budget.
“It is necessary to accelerate the work on the forces and means in the priority areas determined at the EU level in full consistency with NATO. The European Council encourages the rapid development and implementation of joint projects in this direction,” the document reads.
Also, the Euro Council calls for strengthening military mobility, which will allow you to effectively move defense equipment and personnel throughout the European Union.
“The European Council emphasizes the importance of cooperation with like-minded partners who share our goals in foreign and security policy. In this regard, it welcomes the EU’s recent security and defense partnership with the United Kingdom and Canada,” the document authors emphasize.
The Euro Council will consider the progress of the conclusions at its meeting in October 2025 and discuss the following steps to achieve its goal regarding defense readiness.
