Details: According to intelligence, the Russian Federation uses the infrastructure of the captured ports of the Azov and Black seas, primarily the Sevastopol seaport, to export stolen grain.

The lion’s share of exports fell on the second half of 2025 – during this period, the occupiers shipped about 1.4 million tons of grain.
More than half of the volumes (53.6%) were sent to two countries – Egypt (490 thousand tons) and Bangladesh (250 thousand tons). The volume of deliveries to Turkey (96.7 thousand tons) and Lebanon (78.1 thousand tons) also increased. In addition, Russia resumed the export of grain to Syria (94.4 thousand tons).
Other buyers of stolen agricultural products include Saudi Arabia, Vietnam, and Djibouti, and small amounts even reached individual Balkan countries.
To circumvent international sanctions, the Russians use the “ship-to-ship” scheme (transshipment of cargo from ship to ship at sea).
Literally: “This allows the Russian Federation to hide the real origin of the grain, and the carrier to avoid measures at the ports of the TOT of Ukraine and reduce the risks of accusations of illegal trade. Such a scheme is used when supplying grain to the Kingdom of Saudi Arabia, Bangladesh and Vietnam.”
What preceded:
- Since the beginning of the full-scale invasion, Russia has set up schemes to export Ukrainian grain, using the “shadow fleet” and falsification of documents on the origin of the goods for this purpose.
- Earlier, the Minister of Foreign Affairs, Andriy Sybiga, reported that Ukrainian intelligence had identified 45 vessels involved in the theft of Ukrainian grain and its transportation to world markets, “and we imposed sanctions on 43 of them, as well as on 39 captains.”
