The chairman of the budget committee noted that the mechanism of “reparation loan” provides that de facto Russian money will go to the use of Ukraine, and de jure the right of claim will remain with the Central Bank of the Russian Federation.
Ukraine will be obliged to repay this loan only after Russia will pay reparations for damage, and the amount of funding may be less than 130 billion euros.
“By determining the amount of funding, the EU will focus on the need for external financing of the Ukrainian budget confirmed by the IMF. And the IMF will insist on the maintenance of the budget deficit within reasonable limits, ”Podlas explained.
In addition, the receipts will be broken into the tranche, as is usually the case with the EU macro -financial assistance.
“Previously, the decision on the” reparation loan “should be made unanimously, which is still imposing great uncertainty on the prospects of implementing the mechanism,” Podlas said.
Ukraine will receive a new financing mechanism from the European Union – Reparations Loan, which provides for special conditions of return: it will only be necessary to pay it in case of receipt of reparations from Russia.
