The government is preparing a package of winter support for Ukrainians, which will include cash payments and other benefits.

“The package will include both already launched programs, including fixed energy prices for the population, housing subsidies, support for condominiums for energy efficiency and assistance for generators, a moratorium on disconnections in frontline areas and payments to IDPs for firewood, as well as new support measures,” she wrote in Telegram.
In particular, it is about:
- The possibility of a one-time payment for all citizens of Ukraine for the winter is familiar to Ukrainians since last winter;
- New cash assistance for Ukrainians who were most affected by the war or are in difficult life circumstances, in particular for IDPs, people who lost their jobs due to the war, and low-income families;
- New program of free trips around Ukraine for all citizens from Ukrzaliznytsia – 3,000 kilometers;
- A comprehensive health check for people aged 40+ this winter.
The government promises to inform in detail about all components of the winter support package in the near future.
In December 2025, a new package of “winter support” will be launched in Ukraine, under which citizens will be able to receive one-time financial assistance from 1,000 to 6,500 hryvnias, said Minister of Social Policy, Family and Unity Denys Ulyutin.
We will remind you that on November 1, President Volodymyr Zelenskyi announced a program under which Ukrainians will be able to use Ukrzaliznytsia JSC trips for free within three thousand kilometers. Program details will be announced later.
The President of Ukraine, Volodymyr Zelenskyi, also instructed the Minister of Finance, Serhiy Marchenko, to prepare a list of specific public needs to which the funds received from frozen Russian assets should be directed.
